Arrival tasks in Germany are often described as one long checklist. In practice, they form a dependency chain, and the order can differ with residence status and municipality.

Start with permission and a usable address

Read the conditions on your visa or residence title before beginning independent work. Accommodation affects whether and where you can complete Anmeldung. Ask the landlord for the required Wohnungsgeberbestätigung and check appointment availability early.

Registration can trigger the issue of a tax identification number and supports other administrative steps. It is not the same as registering freelance activity with the tax office.

Tax registration is its own step

Independent workers generally submit the Fragebogen zur steuerlichen Erfassung through ELSTER. This asks about the activity, expected turnover and profit, VAT treatment, and banking. Estimates should be reasoned and consistent with the business evidence used elsewhere.

Do not confuse the personal tax ID with the tax number used for business tax matters. Invoice requirements depend on the circumstances, including VAT status and cross-border clients; obtain tax advice when unsure.

Insurance should not be an afterthought

Health-insurance coverage is relevant to residence and everyday life. Public and private options involve eligibility, cost, and long-term consequences. An independent broker or specialist adviser can explain products; migration guidance should not choose a policy for you.

Build a calendar with dependencies and buffer, retain confirmations, and keep client start dates realistic. An official appointment delayed by a week can move several later tasks.
